The Starkville Board of Aldermen will pick up where it left off in its January retreat and revisit capital improvement projects during a work session today.
During the winter planning session, the board met with Demery Grubbs of Government Consultants and made a master list of projects and purchases that would be considered capital expenditures. Grubbs will rejoin the board for its discussion today. The meeting will help the board better plan and prioritize capital improvement projects, Ward 2 Alderman Sandra Sistrunk said.
â€śIn the budget we have traditionally used equipment, streets, drainage, debt service (including lease purchases), and suchÂ as subcategories of capital expenses.Â The capital improvement program would be used as a guide in developing a multi-yearÂ spending plan but isÂ independent from the budget,â€ť Sistrunk said. â€śDuring the planning session we made a master list of projects and purchases that would be considered capital expenditures.Â That list was supplemented with existing information, such as the streetÂ improvement list and the drainage improvement list.Â Each alderman then prioritized that master list.Â Grubbs ... has compiled the information each of the aldermen provided.Â I expect we will talk about that and about funding.â€ť
Sistrunk said the list includes items the city will be able to fund as well as items the city would like to be able to fund in the near future.
â€śAÂ capitalÂ improvements programÂ helps us toÂ focus and plan for those projectsÂ and to take a longer view of how we allocate our resources,â€ť she said.Â â€śThe end result should be a dynamic document that willÂ change over time to reflect more currentÂ needs and fundingÂ capabilities.â€ť
Mayor Parker Wiseman said the board has been working with Grubbs for a year on developing the plan.
â€śHe will present a draft capital improvement plan that will allow the board to offer feedback. Hopefully (the draft) will get us in position shortly to be able to consider it for adoption,â€ť Wiseman said.
The meeting will begin 5:30 p.m. at City Hall.
