Rites of passage, abuse are mutually exclusive
At my high school, there was a rule for juniors that if they wanted to go to the prom, they had to make some tangible contribution to decorating and planning the event. Further, no one younger than a freshman could attend, and for a freshman or sophomore to attend, a junior or senior had to ask them.
If you were a senior, on the other hand, you just paid your prom dues and did your thing. And everybody looked most forward to senior prom.
