When Jack Forbus introduced Mississippi Central District Transportation Commissioner Dick Hall to the Starkville Rotary Club Monday, he pointed out a significant milestone in Hall's career that predated his time as transportation commissioner.

"He was the first (candidate) appointed chairman of appropriations as a Republican in 100 years, (and he was) appointed by a Democratic lieutenant governor," Forbus said.
