Public hearings to allow for new townhouses and a new church near the Highway 25 bypass in Starkville are on the agenda for a meeting of Starkvilleâ€™s Planning and Zoning Commission on Tuesday.
At the meeting, in a public hearing, Herman Ashford is scheduled to request multi-family residential use for a 19.04-acre site west of the Highway 25 bypass, approximately 1.3 miles south of Highway 12 and east of Bluefield Road. The commissionâ€™s staff report says Ashford plans to build 69 townhouse units in four- and five- unit structures for lease, as well as a lease management office, a pavilion, and a basketball court.
This is not the first time Ashford has sought approval to develop this site. The report says he received final approval for a resort hotel there, but the project never came to fruition.
The report also finds since Tobacco Juice Creek flows through the site into a Special Flood Hazard Area, extra care needs to be taken during development to keep water flow adequate. Also, a single-family residential zone lies to the propertyâ€™s west, and six property owners of record are located within 300 feet of the site, but the report says none have raised objections to Ashfordâ€™s request. Only one has inquired with the planning office in response to the officeâ€™s mail notice, and the report said the inquiry was supportive.
The agenda also calls for a public hearing for James Collins, requesting that the commission allow a church at 413 Abernathy Drive, in a general business zoning district east of the Highway 25 bypass.
Schematics in the report show that the plans for this Church of Jesus Christ of Latter-day Saints allows for a second phase contingent on membership which would expand the parking lot, developing a total of 26,900 square feet on a 3.46-acre site.
The report says there are no known site issues, and none of the four property owners of record within 300 feet of the site have raised inquiries about the request.
Also on the agenda is a hearing for Mitch Mitchell, requesting permission to modify a rear porch into an extra bedroom and bathroom at a single-family residence at 100 Col. Muldrow Drive. The report said three of the 37 property owners within 300 feet of the residence inquired with the Planning Office to find out if Mitchell intended to demolish the property. The report said all three expressed no objections once they learned the modification would enclose the existing porch without increasing the buildingâ€™s footprint.
Finally, the agenda calls for Greg Russell to request approval of a finalized map of land divisions for Court Square Condominiums at 110 Court Square.
